Executive Chairman, Aniocha North Local Government, Delta State, Hon. Emma Bazim Chinye has inaugurated Mrs Frances Nkem Ogbechei as the Substantive Executive Secretary for the Local Education Authority.
Hon Emma Chinye, presided over the swearing-in ceremony of the Executive Secretary on Tuesday August 13, 2024 at the Executive Chamber of the Local Government Council in Issele-Uku.
The ceremony was witnessed by the Vice Chairman, Hon Clara Nneka Dibia, leader of the Legislative Arm, Hon. Raphael Uzo, Deputy Leader, Hon. Frank Iweke, Supervisors of the Local Government as well as the Special Adviser to the Executive Chairman, Hon Ndubuisi Osemene.
Also present at the event was one of the political leaders in the Local Government Area, Engr Fidel Onwodi.
In his address, the Executive Chairman, Hon. Emma Chinye said the appointment which was in compliance with the enabling Laws of the Delta State Universal Basic Education Board was also born out of the necessity to fill the vacancy created by the demise of the former Executive Secretary of the Authority, Chief Victor Egbune.
He congratulated the newly Inaugurated Executive Secretary and reminded her of the cardinal objective and the role of the Local Education Authority which amongst other things is to monitor, supervise and enhance primary education, being the most crucial aspect of Child foundation and development.
He advised her to clearly understand her role and the task ahead which he admonished should be in consonance with the GAINS mantra and the Rebuild Aniocha North Vision of his Administration.
“It may be pertinent to point out here that your appointment coincides with an era where uncommon dedicated people with passion for service are needed to salvage the fallen standards of education in our Polity, especially in the primary education subsector with some causative factors such as, inadequate supervision of teachers, concentration of teachers in the Urban and semi urban Communities to the detriment of the remote Communities, lack of concentration on the job by the teachers some of whom devote more time for personal businesses, indiscipline in the school system, low reading culture amongst the pupils and irregular attendance to work especially by teachers living outside the Area.
“With the hindsight knowledge of the task ahead, I make bold to say that your appointment as Executive Secretary of the Local Education Authority is a testimony of the confidence reposed in you and recognition of your capacity to contribute positively and strengthen the primary education subsector of the Area,” Hon Chinye stated.
While wishing her a rewarding tenure in office as the Executive Secretary, the Executive Chairman encouraged her to uphold the oath of office, secrecy and allegiance sworn to by her, in all her activities while in office and charged her also to work assiduously in collaboration with all stakeholders to make the difference in pursuant to the ongoing rebuilding Aniocha North spirit.
The Aniocha North Local Government Boss, used the occasion to reiterate the point that the onerous task of rebuilding Aniocha North does not rest squarely on the elected Leaders alone and called on all people of Aniocha North irrespective of who they are and what they do to feel free to join his administration in the vision of bringing about a better Aniocha North that everyone will be proud of.
Responding, the newly inaugurated Executive Secretary, Mrs. Frances Nkem Ogbechei appreciated the Executive Chairman of the Local Government for finding her worthy for the appointment.
She promised to work assiduously towards revamping the education sector in tandem with the GIANS mantra and the Rebuild Vision and Mission of the Hon Emma Chinye’s Administration in Aniocha North Local Government.
Highpoint was the administration of the oath of office, secrecy and allegiance to Mrs Frances Nkem Ogbechei.
Also at the event was the Head of Personnel Management of the Council, Mr. Bertrand Ojeah, the Treasurer, Mrs Victoria Fregene and Family members of the newly inaugurated Executive Secretary that included the Husband and the Children.
