Delta Trains SERVICOM Officers For Enhanced Service Delivery 

Delta State Government has called on civil servants in the state to rededicate themselves towards providing effective service delivery in line with Governor Sheriff Oborevwori’s MORE Agenda.

Secretary to the Delta State Government, Dr. Kingsley Emu, gave the charge at a one-day training for SERVICOM Officers held on Monday in Asaba.

Dr Emu, while declaring the workshop open, said the state government was determined to enhance service delivery across all ministries, departments and agencies, adding that the intensive workshop was organised to equip SERVICOM officers with the skills needed to uphold efficiency, transparency and citizen satisfaction.

While highlighting poor service delivery as a critical challenge in public service, he emphasized the importance of efficiency and effectiveness in governance.

He harped on quality service delivery and urged the participants to be well-equipped with the right knowledge, skills and values essential for effective public service delivery.

He added, “as SERVICOM Officers, you should be knowledgeable about best practices, ethical standards, or innovative approaches to improve service delivery.

“Therefore, it is a clarion call for a shift from inefficiency to competence in public service delivery, and, as SERVICOM Ambassadors, you must prioritize citizen-centric service and continuous learning.”

In his keynote address, the State Head of Service, Mr Reginald Bayoko, said governance was not merely about policies and legislation; but about effective impact, adding that, “as Heads of SERVICOM units, especially at the Local Government level, you are the face of government at the grassroots.

“Every interaction, every service rendered, and every response to the needs of our citizens shapes the public’s perception of government efficiency.

“When responsibility is everyone’s business but no one’s priority, service delivery suffers. We cannot afford to let inefficiency and bureaucracy deprive our people of the quality services they deserve. Our roles are not ceremonial; they are pivotal.

“It is said that “Leadership is not about being in charge. It is about taking care of those in your charge.” This philosophy perfectly describes Governor Sheriff Oborevwori’s governance style—a leadership built on inclusivity, impact, and genuine concern for the welfare of the people.

“From enhancing workers’ welfare to strengthening public institutions, Governor Oborevwori has consistently demonstrated that human capital development is the bedrock of sustainable governance.

Earlier in his remarks, the Senior Policy Adviser to Governor, Rt. Hon. Funkekeme Solomon, described SERVICOM officers as the light of the civil service and urged them to always stand out as the kernel of service delivery which was key to the MORE Agenda.

“As ambassadors of the MORE Agenda, you must have understanding of the principles of SERVICOM and be abreast with the key deliverables of the MORE Agenda.

“The Governor’s commitment to effective service delivery – quality outputs in terms of projects, programmes and policies is unambiguous especially with the introduction of whistle-blowing policy in the state.

“In this regard, as service champions, you are to be channels in this policy, therefore, you must play active role in good service delivery in the state public service. This is the tripod upon which this training stands,” he added.
